Los Angeles, CA, US
Vice President, CRA Officer
Title: Vice President, CRA Officer
Location: Los Angeles CA
Reports to: EVP, Chief Credit Officer
Position Overview:
The Vice President, CRA Officer is responsible for owning and running the Bank’s CRA program day-to-day. They are looking for someone who understands CRA and fair lending, but just as importantly, someone who is willing to be hands-on and fully involved in the details of the function.
This is not a purely strategic or oversight position. The right person will be rolling up their sleeves and doing the work themselves — especially when it comes to data. That includes pulling reports, validating and analyzing data, making adjustments, and ensuring everything is accurate for internal reporting, auditors, and regulators. While there is some support on the team, the core data work and reporting responsibilities will sit with this person and are not meant to be delegated. They need someone who is comfortable owning both the higher-level responsibilities and the more detailed, administrative aspects of the role.
In short, they are looking for someone who is knowledgeable, detail-oriented, and takes pride in being hands-on — someone who is just as comfortable working in spreadsheets and reports as they are interacting with leadership and regulators.
Key Responsibilities:
CRA Program Execution & Oversight:
- Execute and support the Bank’s CRA and Fair Lending programs
- Develop and implement the annual CRA strategic plan and conduct periodic self-assessments
- Ensure compliance with all applicable CRA, Fair Lending, HMDA, and related regulatory requirements
- Maintain and update CRA policies, procedures, and the CRA Public File
Data Analysis & Reporting (Core Focus):
- Collect, validate, analyze, and maintain CRA and HMDA data
- Prepare detailed reports for management, Board of Directors, auditors, and regulators
- Ensure accuracy and timeliness of all regulatory reporting
- Analyze lending activity to assess performance and support a fair and responsible lending environment
Regulatory & Compliance Support:
- Interface with regulators and support audits and examinations
- Research, interpret, and apply regulatory requirements, recommending changes as needed
- Assist with compliance-related activities, including aspects of BSA/AML and SAR support
Cross-Functional Collaboration:
- Partner with Finance, Investments, and Corporate Banking to identify and document CRA-qualified activities
- Support community development initiatives, including loans, investments, and donations
- Evaluate branch-related decisions for CRA impact
Community & Training:
- Coordinate community outreach efforts and maintain relationships with community organizations
- Provide training to employees, executive management, and the Board on CRA and Fair Lending topics
Leadership & Team Oversight:
- Supervise and develop assigned staff, including performance management and training
- Oversee day-to-day workflow, ensuring accuracy, organization, and efficiency
- Foster a collaborative and accountable team environment
Qualifications:
- 7+ years of CRA, compliance, or related banking experience
- Strong knowledge of CRA, Fair Lending, HMDA, and applicable banking regulations
- Proven experience working with data, including analysis, validation, and reporting
- Strong analytical, organizational, and problem-solving skills
- Ability to interpret regulations and apply them in a practical, business-focused manner
- Experience interacting with regulators, auditors, and senior leadership
- Strong written and verbal communication skills, including presentation experience
- Ability to manage multiple priorities and work independently
What They’re Looking For:
- Someone who is hands-on and detail-oriented, especially with data and reporting
- Comfortable balancing technical execution with regulatory oversight
- Able to roll up their sleeves and manage both strategic and administrative responsibilities
- Strong communicator who can interact effectively with leadership, regulators, and external partners
Compensation:
- Target range: ~$125K–$150K base (flexibility for the right candidate)
